FY 26 Tax Reassessment Presentation

How Did Red Clay Set Tax Rates?

In accordance with state law, school districts are permitted to add up to 10% of their previous year’s revenues. Red Clay chose to add only 1%, taking into consideration the scheduled increase that was previously approved by voters through the 2024 referendum.

We want to provide you with a clear update regarding the recent property tax reassessment and what it means for you as a Red Clay taxpayer. We know these changes can feel complicated, so we’ve broken things down into simple key points below.

What You Need to Know:

Why the change? The Red Clay Board of Education adjusted tax rates following the passage of House Bill 242.
Updated bills are coming: In the coming weeks, New Castle County will send a revised bill to all taxpayers.
Savings for many homeowners: Residential and farm property owners will see an average 12% decrease from their July bill. The new residential/farm rate is $0.59180 per $100 of assessed value.
Extended deadline: The deadline to pay your property taxes has been extended to November 30, 2025.
Payment plan option: Residential taxpayers may request a penalty-free payment plan by contacting New Castle County at 302-395-5340.
Questions about your assessment? Please contact New Castle County at 302-395-5520 if you have questions about the value assigned to your property.
Questions about Red Clay’s tax rate? Please contact our business office at 302-552-3725 for details on how our district calculated the new rates.
Why did some bills increase? If your Red Clay tax bill for a residential or farm parcel increased by more than 9%, it is likely due to your property’s assessed value rising more than the countywide average during reassessment.
